That doesn't work at all. When I go to the recording settings and select "Stream and record", I get a message that a control centre is required - in plain language: Apple TV (4th generation or newer). Sorry - but what's the point? Apple TV 4th generation is not even available yet. The latest Apple TV devices are 3rd generation!!!

Open the camera view, choose settings -> recording options. Select "when home" or "when away", or both and set to "Stream and Allow Recording". 
Under "More Options" select trigger condition "Any Motion Detected", or any of the other alternatives depending on your preferences. 
To start recording requires a trigger by motion detected. The recording will be stored in your iCloud. It is accessible directly from a timeline in the camera view.
